According to Sanspo, Hisashi Iwakuma is interested in playing for either the Oakland A's or Seattle Mariners. At least that's what Sanspo found out when talking to someone close to Iwakuma.

Why in the world would Iwakuma mention being interested in the A's after last year's debacle?

Maybe it was just his agent that was against the whole thing? I don't know. I found the statement just as odd.

One theory might be that the A's did communicate with Iwakuma better than his agent Dan Nomura, who didn't seem to have a protocol channel with the A's at all.

It could also be because there is not the issue of the posting fee this year, as Iwakuma will be a real free agent. Oakland is a very cheap organization, so the posting fee+salary was a disaster waiting to happen. Matsui seems happy there, so I guess still a possible option.
